Gedit completly ignores system locale for non unicode text (xterm sellection for example) pasted from clipboard. It is allays treated as iso-8895-1.
The bug is rated "important" because clipboard support is critical for a text editor.
Please do not awnser "use UTF-8". There is no support for default non unicode codepage diferent than iso-8895-1 with Linux UTF-8 locales. This makes using unicode with Linux poor choice in real life.
