I think we need to raise the severity of this bug to serious, because it's
now been seen to cause collateral damage in buildd chroots due to failures
on package purge:

libgconf2-4 is clearly used by lots of packages, and the resulting problems
may go unnoticed for some time, causing multiple build failures of unrelated
packages. Packages should be purgeable in general, but this bug in
particular is causing a fair bit of damage.
