 We get bug reports the two way around, from people who install a
 package without its Recommends, and from people wanting to be able not
 to install them.  Technically, a Recommends might be correct, but some
 package managers (apt-get and synaptic spring to mind) do not push the
 user in installing Recommends by default.

 This also resulted in the archive being full of exagerated Recommends.
