Bug#365002: yelp launches Firefox (not Galeon)

This is _not_ a duplicate of #361326.

Yelp launches Firefox as an external browser. However, my browser
preference is Galeon. This is expressed both in my Gnome preferences and
in the BROWSER environment variable, even in mailcap.
