Bug#349835: fails if /var/lib/menu-xdg is empty

I did some research. The postinst of the menu package calls update-menus
which populates /var/lib/menu-xdg. If the informations are available,
the menu is displayed fine, if I delete the contents, it disappeared
again.
So, either gnome-panel or menu-xdg have to pull in menu or it have to
ignore the missing things.
