Bug#402177: epiphany-browser: Doesn't honour the browser.tabs.loadOnNewTab option

Hi,

according to upstream documentation[1], the browser.tabs.loadOnNewTab
option can be set so that a blank page (0) is displayed in a
newly-opened tab, but setting this option accordingly doesn't change the
default behaviour: the homepage is always displayed.

BTW, setting it to -1 or 2 doesn't work either.
