This isn't a bug in theme manager handling of index.theme files. It is a
problem with the layout of cursor themes, as it is currently impossible to tell
from the index.theme whether the theme is a cursor theme or an legitimate icon
theme.

Confirming, but I can't see an obvious solution right now.
