Bug#404822: callbacks in gnome-settings-daemon aren't being called

I compiled gnome-settings-daemon with debug symbols and set breakpoints
on the mouse_callback and apply_xkb_settings functions. They simply
aren't being called.

I also noticed that changing theme settings has no effect so maybe the
bit of g-s-d that handles watching gconf keys and calling callback
functions isn't working.
