Commenting out line 440 of
gnome-settings-daemon/gnome-settings-keyboard-xkb.c (the call that
initially applies xkb settings) causes these callbacks to start working
again. So the problem seems to be in the code in apply_xkb_settings that
applies the settings and/or handles xklavier failing.
