Can you type "echo export OIL_CPU_FLAGS=0 >> ~/.gnomerc" and then try to
log out and log in again?

If it doesn't work, please start a fail-safe session, and in the
terminal type "gdb /usr/bin/gnome-settings-daemon", and at the gdb
prompt "run". If it crashes, type "thread apply all bt" and send me the
output.
