Bug#350842: gnome-panel: 2 panels swap positions on session startup with xinerama

I have Xinerama with two screens and two gnome panels, one at the bottom 
of each screen.  Each time I start a session the panel that I want on
the left appears on the right.  I can swap them, or I can swap their
contents and always the stuff I want on the right appears on the left.

Doesn't matter whether I save current setup on exit or not.  If I move
one of the panels to the top of a screen the new locations stay put.
