Bug#315893: gnome-panel: scaled svg icons works with v2.10 fails again with v2.12

Scaling of svg icons in the panel and in drawers worked fine with gnome-panel v2.10.
But after upgrade to v2.12 the icons don't scale beyond 48px any more. In contrast to 
the Bug #315893 png icons also don't scale beyond 48px although the size of the 
panel can be as large as 120px. 

Please enable arbitrary icon scaling in the panels again. Large and extra large icons
are a real benefit for usability.
