Just to say that I have my locales default to pt_PT.UTF-8, and generated locales for pt_PT 
ISO-8859-1 as 
well (like someone did in a previous comment), and also get an english gdm.

I searched at bugzilla.gnome.org and did not find an exact bug for this, but 
http://bugzilla.gnome.org/show_bug.cgi?id=108820 "Language-Options and improvements" is related.
