Bug#348151: gnome-panel: Doesn't scale icons to more than 48x48

Icons in gnome-panel don't scale to more than 48x48. If I set the panel
size to eg. 64x64 or 128x128 the icons in it are still only 48x48.
This wasn't the case in gnome 2.10.
