Package: gdm
Version: 2.8.0.6-2
Severity: important

Since a recent upgrade, at boot time the keyboard does not work in gdm
and I need to kill the X server with the SAK. The second time it's
started everything works as expected.

You have modified your /etc/inittab to have something on vt7, and gdm's def=
ault
config file is set to vt7 (along with every other *dm program in Debian).
sarge and newer systems have a warning comment in the /etc/inittab about th=
is.
Also note that 2.8.0.6-1 had a bug where VT auto detection was off-by-one, =
so
it would attempt to start on a vt that it never checked for being in use.
