Bug#370693: libgtk2.0-dev: Broken pkg-config

pkg-config tries to locate a x11.pc which doesn't exist:

Going back to libgtk2.0-dev 2.8.16 fixes the problem. This appears to be
the same bug as 331205, but since it's a completely different version,
I'm not sure the problem is the same.
