 This is on purpose:
 libgnomeprint (2.12.1-5) unstable; urgency=low

  * Drop *.la files from libgnomeprint2.2-dev as these were dropped from all
      useful packages depending on it.

 I checked all rdepends of libgnomeprint2.2-dev, so if it caused any
 breakage, a dependency was probably missing in the first place.

 Did something break?
