Bug#357151: Regression: can't disallow shutdown/reboot/configure actions anymore

In versions prior to 2.13, there was a feature (a debian specific one,
though) that added box(es?) to the configuration panel so that it would
be possible to disallow shutdown/reboot/configuration from the gdm panel
and with a side-effect, to disalow it from the gnome session logout screen
as well.

This(or was it plural) option(s) are not present in 2.13. I'd really
like to see them again. (And i'd love more fine grained configurability,
such as being able to have shutdown/reboot with root password on the gdm
screen and nothing on the gnome session logout screen, but I may be
ascking for too much)
