This is not working so well in practice. You cannot expect users to have
recommends installed after an upgrade.

Then why do they install the menu package at all ? menu-xdg does not
depend on menu.
Even if both menu-xdg and menu is installed they should be able to
disable menu-xdg easily. If there is problem with that they should
be discussed.
The various alternative to gnome-panel depending on menu-xdg are going
to make things harder to them, and I will have to request KDE packages
to be adjusted the same way.
