This is because the .xul is contained in the wrong package:
/var/lib/dpkg/info/libxul0d.list:/usr/share/xulrunner/chrome/en-US/locale/en-US/pippki/certManager.dtd
/var/lib/dpkg/info/xulrunner.list:/usr/share/xulrunner/chrome/pippki/content/pippki/certManager.js
/var/lib/dpkg/info/xulrunner.list:/usr/share/xulrunner/chrome/pippki/content/pippki/certManager.xul

This also means in the meantime, you can simply install xulrunner to get
the certificate manager to work.
