[Bug 341666] Download dialog is confusing

For recognized MIME types, epiphany gives the choice between "save as" and
"open". This is good.

For unrecognized ones, it gives the choice between "save as" and "download".
That's the "download" option which I think should be removed. This would still
be consistend with the dialog box for recognized types.
