Ok, now this is strange. The bug is/was gone.
I reinstalled my whole system (not because of this bug), afterwards the
bug was gone. Then I configured everything the way I always do and there
it was again. I removed ~/.gnome2/epiphany again, and restarted it. The
only thing I configured differently this time was the
network.cookie.lifetimePolicy setting in about:config (Epiphany lacks an
option for asking everytime).
For a while it worked normally. Now, to test this case, I set the cookie
setting to 1 again. And sure enough, Epiphany behaves strangely. I
started it in gdb and for some websites it seems to hang. And even after
closing it at least three threads seem to be hanging:

[Thread -1531642960 (LWP 22582) exited]

I don't see any processes with pids 22580 and 22581 in ps' output
though, only 22575 is left. Even after killing the remaining process and
restarting Epiphany those particular sites won't be loaded. The
particular site I'm trying to load has already set a cookie when the
setting was still disabled.
What helps is setting network.cookie.lifetimePolicy to 0 again.
I haven't got a clue what's going on but maybe someone else is able to
figure it out now.
Like always I'd be happy to help.
Chris
