 It seems that this is now truly incorrect (since newer xlibs), or that
 we misjudged the place where control-center was reading XKB data from.
 I just straced as follows:
    strace -f -e trace=file gnome-keyboard-properties 2>&1 | grep xkb

 and only saw accesses to files below /usr, but xlibs only ships XKB
 stuff below /etc...

 I'll confirm with the maintainer why we thought the dep was ok back
 then, and confirm we made a mistake.
