Mea culpa, the fix for fix have not been the right one :-(((
I am really sorry, the missing build-dep is yet on something else.
At least libcam-dev is needed. It needs to be properly rechecked.

Unfortunately hal on plain FreeBSD is not supported by upstream
(http://gitweb.freedesktop.org/?p=hal.git;a=tree)
The hal for FreeBSD, which is available from
http://www.freshports.org/sysutils/hal/, is not based on latest upstream.
