Thanks for providing the file! 

I can't reproduce this bug, cerf_matrix.wmv plays the same for me in
both totem and xine-ui. The sound is crackling quite a bit, but I don't
get the error you have described.

An uneducated guess is that you have a problem in your sound setup, but
it seems odd that it only should affect certain .wmv files.
