update-notifier continually tells me that "there is 1 update
available"... however it should either be saying that there are 0
updates, or 2 updates:

$ sudo apt-get -q upgrade

0 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.

When I click on the icon, update-manager says (correctly) that those two
packages could not be installed... however it then tells me that I 'can
install 1 update' and that update is sysvinit-utils.

Nothing that I have installed (or marked to be installed in dpkg or
aptitude's databases) depends on sysvinit-utils, so I don't see why
update-manager wants to install it.
