Yes, this bug is fixed upstream (2.15) and that might be a workaround.
It was due to the fact that it searched for bzip2 specifying _a path_
(which may be right for some distributions, fedora possibly?) but not
for other ones, and debian might be a case, as you can see.

The fix was the same as the patch I wrote some time ago, exactly when
#378141 was filed. Expect an updated version quite soon.
