It's added from /etc/xdg/autostart/, you should be able to disable it
from g-s-p by pressing "Disable". Anyway, it's good to know this wasn't
the issue.

I guess so, but I'm not really sure how it works.

Does this still happen (splash stays) if you add a new user to your
system and try logging in?

Do you have the loopback interface properly configured (can ping
localhost/127.0.0.1)? Can you ping the address "172.17.xx.xx" from the
log?
