Hi,
could you please do

rm /usr/share/icons/*/icon-theme.cache

or as alternative

for i in /usr/share/icons/*; do test -d $i && gtk-update-icon-cache $i;
done

and then try it again? I guess your icon cache is simply outdated... if
the feed-presence.{png,svg} files are present as you said before they
must be found by epiphany too ;)
