Bug#435601: indeed, tomboy as a recommends is too much

Besides the heavy deps it pulls in, tomboy is not that liked by some people. Please downgrade that recommends to suggests.

Also there are alternatives to tomboy that work well and fast and use gtk, so they integrate well in the desktop (see
zim, for example), so maybe they should be added as alternatives so that when upgrading from etch to lenny you are not
forced into installing tomboy when you already have zim (I tried this today with -d dist-upgrade and tomboy was always
proposed for installation altough, ttbomk, new recommends should not be installed on upgrade).
