Bug#454808: gnome-panel: Applet positions not preserved when changing resolution

Changing resolution makes applets move, which makes sense.  However,
after changing the resolution back, the applets remain squashed
together, and do not return to their original layout.  Easily
reproduced with xrandr.  I run into this primarily when running
fullscreen applications or games, when they change the resolution;
when they exit and the resolution changes back, I have to repair my panel.
