Bug#454915: gnome-panel: Can't use the clock applet anymore

After a recent upgrade, when I logged out of my session and came back, I
got a dialog telling me OAFIID:GNOME_ClockApplet couldn't be loaded, and
asked me whether I wanted it deleted or not. The same message appears
when trying to add the clock applet in the panel.

I get the following in .xsession-errors:
** (gnome-panel:12113): WARNING **: panel-applet-frame.c:1278: failed to load applet OAFIID:GNOME_ClockApplet:
Failed to resolve, or extend '!prefs_key=/apps/panel/applets/applet_13/prefs;background=none:;orient=left;size=small;locked_down=false

The fact is, there is no such "prefs" key under /apps/panel/applets/applet_13.
