gnome-power-preferences has:

on AC-power tab:
"Set display brightness to"
on Battery-power tab in the same place:
"Dim display brightness by"

Notice that while being in the same place, they're the exact opposite setting.
And I was wondering why I couldn't get might display to be brighter
while being on battery, while I had the slider at 100%...

Both settings should be the same: brightness or dimming.
I'd suggest to use brightness instead of dim-by.
