Bug#458094: gdm: "flexible" on demand feature is broken

Synopsis
--------

As of this release, gdm is not including server stanzas marked
flexible=true but not started on a VT in its server list.  Thus,
when gdmflexiserver is invoked, a list of other servers is not
available, making the on demand feature useless.

I confirmed that this same problem is in gdm_2.20.0-2 but not
in gdm_2.18.4-1.

Examples
--------

If I assign one of the other (not Standard) servers to a VT,
it is then reported and seen by gdmflexiserver.  For example:

> gdmflexiserver -c GET_SERVER_LIST
OK Standard

but my gdm.conf has:

[server-Standard]
name=Standard server
command=/usr/bin/X -br -audit 0 -layout Single
flexible=true

[server-Dual]
name=Dual Head
command=/usr/bin/X -br -audit 0 -layout Dual
flexible=true

[server-Xinerama]
name=Xinerama
command=/usr/bin/X -br -audit 0 -layout Xinerama
flexible=true

If I do:

> gdmflexiserver -c "GET_SERVER_DETAILS Standard COMMAND"
OK /usr/bin/X -br -audit 0 -layout Single

So my gdm.conf is clearly being read.  Further, if I add:

[servers]

1=Dual device=/dev/console

I then find:

> gdmflexiserver -c GET_SERVER_LIST
OK Standard;Dual

Using gdm_2.18, I find:

> gdmflexiserver -c GET_SERVER_LIST
OK Standard;Dual;Xinerama;Terminal;Chooser
