I found the culprit. The permissions are wrong in the .orig.tar.gz.

See:

$ tar ztvf eog_2.16.2.orig.tar.gz |head
drwxrwxrwx 1000/1000         0 2006-11-18 01:05 eog-2.16.2/
drwxrwxrwx 1000/1000         0 2006-11-18 01:05 eog-2.16.2/po/

When I run `apt-get source eog´ either under fakeroot or as real root,
the directory perms are set to 777. This does not happen when apt-get
source is run as a normal user. Not all packages are like this, for
example `apt-get source dpkg´ even as fakeroot or as real root does
not make world-writable directories.
