Bug#366613: New windows don't have the focus and fullscreen apps overlaped by gnome panels

That's a feature, you can switch between the two focus modes by editing
/apps/metacity/general/focus_new_windows with gconf-editor.

I believe this behaviour has now been reverted.

Yes, this happens when xpdf is launched from a terminal using the "strict"
focus mode. Not when "smart" is used. 

Is this still a problem, or can the bug be closed?
