Bug#427714: /usr/lib/gnome-panel/libclock-applet.so: Should not offer "Adjust Date & Time" option if time-admin not available

The clock applet should not offer the option to "Adjust Date & Time" if
time-admin does not exist.  Currently, it offers the option, but nothing
happens when choosing it.
