I think this is a problem with gs, and not evince. Can you see what
interpreter is set as default:

 ls -l /etc/alternatives/gs

You could also see what happens if you try to view the file with gs
directly:

 gs -sDEVICE=x11alpha -dNOPLATFONTS -dGraphicsAlphaBits=4 -dTextAlphaBits=4 -dDOINTERPOLATE lics97-full.ps

I think that's the command evince uses.
