Sugestion: Performance and visual tweak to metacity

Hello for all mantainers,


Congratulations for the wonderfull job at Debian packages!

I`m hacking the metacity to run faster, i`m coding a new effecs.c file
because i think this is very poor! I want to add a option in GNOME to
disable and enable effects totaly with just a click!

My first modification in this file is remove the "black border when we
minimize a window"

I post this in gnome bugs but i don`t receive a any reply!

Please look what i make, i think this is good for Debian!
