In GNOME? I'm not really sure, the only case I can think of is when the
gnome-system-tools is called directly (like in your case).

Yes it should. I don't think sudo mode is the default, but can be
enabled by running "gconftool-2 --set --type bool /apps/gksu/sudo-mode
true" or with gconf-editor.
