This is fixed upstream in version 2.18.

* libeog/eog-wrap-list.c (handle_canvas_scroll,
eog_wrap_list_construct): use mouse wheel to scroll, not to switch
images (Fixes bug #331645). Patch from Wouter Bolsterlee
