Well, I've found....
The old behaviour was to install a default icon when you didnt set it  
up (gnome foot icon) as a placeholder.
The new behaviour is not to set an icon at all.

So if I setup only the application and no the icon, it should exist  
(maybe) but impossible to find due to the lack of placeholder on the  
panel.

Maye you can requalify the severity to wishlist because I think the  
previous behaviour was more user friendly.
