This behavior was changed between 2.16 and 2.18 because formerly,
nautilus would set the column width to that of the longest filename,
which was very unfriendly towards too long filenames. In 2.18, the
window is always opened without a horizontal scrollbar and the filenames
are cut. This means, you only have to resize your window (or remove
columns you don't use) to get the width you want.

The remaining problem is that, while the window size is remembered, the
columns widths are not. Which is not nice for those like you who like to
have a horizontal scrollbar in the list view.
