 I believe this change was done on purpose:

2007-01-14  Vincent Untz  <vuntz at gnome.org>

        * panel-stock-icons.h: use 22 as default size for menu icons
        * button-widget.c: force size of the icons to be those defined in the
        tango spec (16, 22, 32, 48)
        Fix bug #343437

 Please discuss the change with upstream if you feel so; I personally
 would tag this as "wontfix" at the Debian level.
