Bug#446072: epiphany-extensions: tools menu not present in epiphany; how to enable extensions?

Since the move to 2.20, I can't see how to actually enable
epiphany extensions anymore. The manual says

"To open the Extension Manager, choose
            Tools ▸ Extension...."

However there is no Tools menu in my epiphany.
