I still see this bug, but:

- If epiphany successfully loaded the page before (when online), it will
keep showing it when offline, even with a shift-reload.
- If the page has not been loaded before, it still shows the message
'cannot load the page whilst working offline'

So, to test this, you have to try a 'fresh' url on localhost.
