Bug#436743: Problems with disabling Debian menu

Is there a way to set the default for this menu to always appear, other
then editing the, non-conffile, Debian.desktop file by hand?  

We rely heavily on the Debian menu system on our systems.  Disabling the
Debian menu in Gnome isn't doing us any favours.

What was the rationale for this decision?
