Justification: Policy 2.3

Although balsa allows linking to OpenSSL, libgmime does not and it is
GPL, not LGPL. So, balsa should not link to both gmime and openssl. You
have the usual options, including:

* Ask for upstream author of gmime to allow linking to OpenSSL;
* Stop linking to OpenSSL;
* Try to link to GNU TLS with its OpenSSL API support;
* Port balsa to GNU TLS.
