Bug#443770: gnome-control-center: Help not working for keyboard settings

I went into System, Preferences, Keyboard (which starts
gnome-keyboard-properties) and went into Layout Options and clicked on
Help.

This fires off gnome-help with the following command:
gnome-help
 ghelp:///usr/share/gnome/help/user-guide/C/user-guide.xml?goscustperiph-2

When done from the application gnome-help just hangs. If done from the
command prompt I get the following message in a dialog box labelled
"Could not load section" "The section ¿goscustperiph-2¿ does not exist
in this document. If you were directed to this section from a Help
button in an application, please report this to the maintainers of that
application."

and also this at the command prompt:
"Yelp-ERROR **: Did not receive a reply. Possible causes include: the
remote application did not send a reply, the message bus security policy
blocked the reply, the reply timeout expired, or the network connection
was broken.

aborting...
Aborted"

My version of yelp is 2.18.1-1 - I don't know if the help files are
stored with this or the package. Either way if older version doesn't
work there should be a dependency.
