I don't know if this behavious was here before 2.20.x but I think not.
I launch eog in a gnome-terminal :
$> eog /tmp/grubimage/
/tmp/grubimage is a directory where I can read, write and access, 
I have read permission on all files of this directory. (these are xpm image came from grub-splashimage, that have been gunziped)
When I launch eog, no window appears, and the program seems to be in an
infinite loop or something like that.
It does the same if I do eog /tmp/grubimage/toto.xpm
With strace, here's the output where it loops :
